Transportation wish list has many South DeKalb projects
Here is a list of road and transit requests that directly affect South DeKalb county. Many of them are just road improvements, but a few are massive projects that cost a lot of cash. As you know, in 2012 we all will vote on whether to impose an additional penny tax on ourselves to pay for improved transportation infrastructure. Right now the list is very long, but it will be pared down in the coming months. By October, a final list will be presented and it will be voted on in 2012. There are a few projects in South DeKalb that have some merit. Improvements to the interchanges at Panoala/I-20 and the 285/Bouldercrest Rd. Interchanges. Anyone who has driven on either of these roads know they are woefully inadequate for the traffic they carry. In terms of mass transit, there are several options on the table that will bring transit alternatives to many areas along the I-20 corridor including the possibility of a heavy rail extension from Indian Creek to Wesley Chapel Road. Project name I-20 East Corridor Bus Rapid Transit Improvements – Phase A

Project purpose This project is Phase A of the I-20 East Transit initiative to construct and operate high capacity transit in the I-20 East corridor. Phase A will construct a Park & Ride lot and Transfer Center at the Mall at Stonecrest off Mall Parkway asouth of I-20 in Dekalb County. Bus service from this facility will include local and semi-express service to and from the Perimeter Center, Central Atlanta, Cumberland and Airport acitivity centers and the South Dekalb residential area.

Project name I-20 East Corridor Bus Rapid Transit Improvements – Phase B

Project purpose This project is Phase B of the I-20 East Transit initiative to construct and operate high capacity transit in the I-20 East corridor and assumbes Phase A is fully funded and selected for the Transportation Investment Act investment list. Phase B will construct three Transit Centers with associated needed parking at three locations along I-20 consistent with the I-20 East Transit Initiative scheduled for adoption in July 2011. The most likely locations as of March 30, 2011 at I-20 and Candler Road, I-20 and Wesley Chapel Road and Fairington Road/Dekalb Medical Center Hillandale. Bus service from these facilities will include local and semi-express service to and from the Perimeter Center, Central Atlanta and Cumberland activity centers and the South Dekalb residential areas

Project name I-20 East Corridor High Capacity Transit from Central Atlanta to Candler Road

Project purpose To provide transit service to South Dekalb County that directly connects to Downtown Atlanta. This segment will achieve the goal of connecting the South Dekalb area and Downtown Atlanta in the shortest length possible. There would be connections to the existing MARTA heavy rail system once reaching central Atlatna. Light rail or bus rapid transit would be the possible technologies utilized.

Project name MARTA East Heavy Rail Line Extension from Indian Creek Station to Wesley Chapel Road Near I-20 East

Project purpose To provide transit service in the South Dekalb area by implementing a segment of the I-20 East transit project. This segment would be HRT and would connect to the existing MARTA Blue (East) Line. The first phase would begin at Wesley Chapel and travel to Indian Creek. This is about 5.4 miles.
MARTA To talk I-20 Corridor in South DeKalb
MARTA is holding public meetings to discuss the horrific traffic in the I-20 corridor in South DeKalb. We all know that a transportation upgrade is needed in this part of the metro. Capacity has reached a critical stage especially during rush hours and on weekends. That traffic overflows onto surface streets and there is little you can do but wait it out. I don’t see heavy rail coming anytime soon, but I hope they can bring some alternative to driving. What they should have is a light rail system that travels along I-20 from Stonecrest, perhaps linking with MARTA stations on the east line or even downtown. It would be quicker and less expensive to implement and would remove vehicles from the road. Here is the press release from MARTA:
MARTA Invites Community to Public Meetings to Discuss Potential I-20 East Corridor Transit Improvements
ATLANTA – MARTA invites the community to participate in upcoming public meetings to discuss potential transit improvements in the I-20 East corridor from downtown Atlanta to the Mall at Stonecrest in eastern DeKalb County. MARTA, in partnership with DeKalb County and the Federal Transit Administration, is conducting the I-20 East Transit Initiative to address limited travel options and high levels of delay and congestion along this corridor. The study will identify transit investments that will enhance east-west mobility and improve accessibility to residential areas and employment centers in this area.
The community is invited to attend all three public meetings, which will be held from 6 to 8 p.m., to learn more about the project and initial study findings, speak to project team staff members, and provide their input regarding transportation needs within the corridor and the study goals and objectives.

An open house will be held during the first hour to give community members the opportunity to speak one-on-one with MARTA representatives. At 7 p.m., MARTA will begin a formal presentation and question/answer session. The same information will be presented at each meeting.

Would convention center work in Lithonia?
According to commissioner May, a convention center makes sense for the Stonecrest area. According to this article in the AJC, Commissioner May would like to see a convention center type complex with an amphitheater, and a full service hotel. His idea would build this complex with private investment dollars and no tax dollars. On Commissioner May’s website is a PDF showing the possible location of a civic center. I like his idea of a convention/civic center in the Stonecrest area just not right now. Right now Stonecrest could use any boost as it is suffering due to the general decline of our local and national economies. But I wonder if a convention center in what is basically a retail area with nothing more than chain restaurants, chain retail stores and a theatre is what is needed right now. I think what is needed for Stonecrest is more commercial development that would bring people and jobs to the area for more than just shopping. Because of its location, Stonecrest could be like its counterparts at Perimeter and Northlake. Right now, there are no other major mall developments anywhere nearby. With a push at getting commercial and corporate relocations through incentives like tax breaks, the entire area could stabilize and the retail would see a rebound. Add to that a mix of multi-family, and single family housing as well as more entertainment options, and you would have a major destination not only for locals in the east metro, but also travelers who want to stay the night on their way to destinations to the east or west. Bringing in more commercial businesses, and adding more housing would then make a civic center work. Right now, Stonecrest isn’t ready but with a little work, the pump would be primed for an explosion of growth with little impact on citizens.

I have been telling my wife for years now that Stonecrest could not survive on retail. There needed to be some diversity in the area. It was a huge undertaking, and was badly needed in the area. Stonecrest has done some great things for the area. You can physically see the difference of surrounding areas. But the honeymoon is over. There are way too many vacant stores in the mall and in the shopping centers around it. If Stonecrest is to survive, there needs to be more commercial businesses. It needs to attract small and medium businesses that employ people, and pay them a decent salary. A regional headquarters for a national company, or even some state or federal offices. Stonecrest is not like South DeKalb, or North DeKalb malls. Those are neighborhood malls that cater to a very local population. Stonecrest is on the order of Northlake, or Perimeter malls. These two malls have lots of retail space, but they were augmented by corporations and businesses with a workforce that traveled there daily, and used the various retail outlets while there. Stonecrest is a mall with little else other than retail to offer. Unless the county, or the Convention and Visitors Bureau steps up with a plan, more stores will pack up and Stonecrest will fail faster than any mall I know of.
